民政部办公厅关于在办理涉外收养登记时为收养人出具《跨国收养合格证明》的通知

　　民办函〔2008〕3号

　　各省、自治区、直辖市民政厅(局)，中国收养中心：

　　为与《跨国收养方面保护儿童及合作公约》相衔接，保证我国被收养儿童能够顺利取得收养国国籍，自2008年3月1日起，对来自澳大利亚、新西兰、比利时、荷兰、加拿大、挪威、丹麦、芬兰、西班牙、法国、瑞典、冰岛、英国的收养申请人，省级人民政府民政部门在为当事人办理收养登记和签发收养登记证书的同时，作为收养登记证书附件，为收养人出具一份《跨国收养合格证明》。证明加盖收养登记机关公章。

　　《跨国收养合格证明》按统一格式由计算机打印，打印软件由中国收养中心提供。
